Many liberal cities defunded the police and/or passed laws that made stealing up to $950 a misdemeanor rather than a felony
"Many of the liberal politicians who passed those laws were voted into office by liberal voters who live in those liberal cities.
... For liberals, there are several ways to deal with the crime.
One is to slap the criminals on the wrist and send them back onto the streets.
Another is to give up and tell people to stay away from the city.
Or, if you are Chicago Mayor Lori Lightfoot, you can blame the victim.
She is the first black and gay mayor of Chicago to do so, so another glass ceiling has been shattered.
Not unlike the windows in the downtown shopping district.

"They" means local businesses.
The local businesses criminals are stealing things from.

The video cuts off, but according to the Chicago Sun-Times she also mentioned merchandise “either chained and roped or put behind glass” and systems where customers are "buzzed into stores."
Lori Lightfoot was elected Mayor of Chicago.
She has done nothing about crime (except suggest cops ask permission before chasing perps) and is fresh out of ideas.
So if you are trying to support yourself and your family by running a business in her city, you are on your own.
